Quick question. Is there a program where folx can have part of their utility bill paid?

I believe MDC had a program, but when I referred clients in the past with the number listed on the website, they received a busy signal or were hung up on. (Not to drag MDC- just stating what my clients told me.) I'd love to be able to set clients up with such a helpful resource.

Any info would be appreciated!
