Among the many concepts I have run across in my life is the need for "White Space" in a lengthy communication like this. May I offer an unsolicited suggestion to double space between paragraphs? It would make it much easier on my very old eyes.

Update on Conversations with the City of Tacoma - People's Park, Temporary Shelters, and More by Maureen Howard (06 Nov 2019 15:14 UTC)

    Colleagues,
    Theresa Power-Drutis, Greg Walker and I met yesterday afternoon with Linda Stewart, Director of Neighborhood & Community Services and her staff along with Rob Huff representing Pamela Duncan, MDC. These are my notes from that meeting - I did not take time to ask Linda to review and approve but if there are errors, I will forward the corrections to you.  I wanted to get some good news into your in-boxes today.
    1.  Status of the Encampment in People's Park
    Linda and Elizabeth Pauli, the City Manager, have visited the people living on the parking strips at People's Park, whom Linda calls the Park Dwellers.  The City has provided dumpsters which are emptied regularly, sorta potties, a hand washing station.  Linda is working with the leadership of the Park Dwellers.  The City will compensate Park Dwellers to manage use of the amenities.  The leadership of the Park Dwellers have agreed that they will not replace anyone who moves out.  4 or 5 people living in the encampment have requested the Stability Site and the City is working to help them move there.  I believe the City has also improved lighting but I did not write down the details - only that it was clear that the City is not just talking to the Park Dwellers but listening as well.
    The City has identified the corner of S. 8th and Martin Luther King as the potential site of an emergency mitigation shelter - this is the same designation the Stability Site has - and the City hopes to secure use of the land for the next 8 months.  This should happen when the Tacoma Community Redevelopment Authority (TCRA) meets Thursday morning to consider and hopefully approve this interim use of the land which has already been scheduled for affordable housing development by Mercy Housing.  Once the land is secure, the City departments involved will meet to discuss their plan for moving forward and Linda will let us know what type of shelter this site will provide and who the operator will be.  This site will be for the established Park Dwellers at People's Park.
    I felt that Linda spoke with respect for the people living in People's Park and the community they have formed. "Park Dwellers" is the term she used which I like.  She also acknowledged the very real issue of drug use.
    Tacoma Police will monitor People's Park for drug activities.

    8th & MLK will have the same status as the Stability Site and as such, will not be considered as a Temporary Shelter and will not fall under those regulations.  The 8th & MLK site will be set-up under an  "Emergency Action."  The City will however engage nearby residents, etc.  
    Since the establishment of the site is dependent on the TCRA action Thursday morning, we did not receive details about the potential operator, opening date, etc. Remember, all of this rests on 1) TCRA approval of the use of the site, 2) determination of the type of shelter, 3) an operator, 4) community engagement in the process.  
    2.  Status of Temporary Shelters
    NCS staffer Tiegan Tidball walked us through the Planning Dept's permitting process for Temporary Shelters.  She will give us a brief timeline of required actions which I will share with all of you.  Note:  the permitting process takes 45-60 days.
    Bethlehem Baptist has about three weeks left in the permitting process - public comment, appeal, and then should receive a decision.  At present, no operator has been confirmed.  The Tacoma Rescue Mission will not be the operator as was previously reported.  This will be 40 beds for families with children, couples, and single women.
    Shelter A - is a faith-based indoor shelter and will be 32 beds for families with dependent children.  Their permit application was just submitted.  Volunteers from the congregation of Shelter A will be compensated for operating this temporary shelter.
    Shelter B - is a faith-based Safe Parking program.  The exact nature of the program are still being worked out.  There are no details yet about what type of vehicles, number of vehicles, etc.
    Linda told us that Peter Huffman, Director of the Planning Dept and his staff are working to expedite the permitting of the Temporary Shelters and have waived the permitting fees.
    I believe we should send Peter Huffman and his staff a thank you for prioritizing these Temporary Shelter permits, expediting them and waiving the permit fees.  We can do that Friday at our regular Coalition meeting.
    3.  Status of Updated Temporary Shelter Regulations - these should go to the City Council Study Session and be on the Council Agenda for Nov. 19.
    The requested changes are:
         a.  move from one Temporary Shelter per Police District to 150 people per Police District.
         b.  change square footage of Temporary Shelter to 150 sq. ft/individual or less if amenities are provided on-site
         c.  no change to the one mile between Temporary Shelters 
    More significant changes are expected to come in part from the convenings and go to Council this summer.
    Remember - the proposed 8th & MLK site is NOT a Temporary Shelter and does not affect either the population or the mile apart sections of the regulations.
    4.  Status of Changes to the Inclement Weather Designation
    NSC staffer Erica Azcueta is working with CCS and the other shelters to determine what would be required if the shelters moved from individual day declaration of Inclement Weather (temperature and moisture) to a date specific determination - a fixed period of time.
    5.  MDC Contract
    The City is working with MDC and their partners Assoc. Min and the Tacoma Ministerial Alliance to work out the details of the convenings and other deliverables under the contract.  The contract with its scope of work is public and the City will provide this information to us.
    We asked MDC to report weekly to the Coalition and they agreed to do so and have already contacted Gerrit for standing agenda space.
    6.  Extension of the Emergency Declaration
    This goes to Council Nov. 19 and allows continuation of the Stability Site and the proposed 8th & MLK site. 
    7.  Sweeps
    The City does not use the term "sweeps."  They engage in public safety and public health actions under specific encampment policies and protocols.  The City knows we do not want any such actions during Thanksgiving Week.
    8.  Future Meetings
    Linda asked that we use the MDC convenings to bring up the remainder of our issues and any emerging ones.  We agreed.  We asked that her door remain open to a future meeting if we felt the need.  She agreed. 
    9.  Opportunities
    We continued to stress the need for accurate information and also for reframing and better communication on issues surrounding homelessness.
    I offered to include City and MDC information on the Coalition's table at the coming South Sound Summit.  I also invited the City to provide me with any helpful information prior to the Nov. 1 New Tacoma Neighborhood Council meeting - I've been asked to talk about homelessness.  Linda and Erica both attend that meeting.  
    10.  Finally, my thanks to Theresa Power-Drutis and Greg Walker for their work and to all of you for trusting us to bring your concerns and ideas forward.  And to Linda, Erica, Tiegan, and Matthew for listening and responding.  And to our new partner MDC and their partners, Associated Ministries and the Tacoma Ministerial Alliance in this new venture.
    Ours is an imperfect world.  I don't know what will happen next.  I am for sure more hopeful than I was when we began this process.  I think we stay on top of what seems to be a new relationship between the Coalition and the City and certainly with MDC.  That English town I spell of last Friday was actually Newcastle.  It is a city of 268,000 with a base of 700 government (I think) funded shelter beds.  They believe that one person "sleeping rough" is one too many.  You can find their campaign at www.streetzero.org.  I propose we adopt the same - that one person unsheltered is one too many.  Stubbornly, I have to believe we can do this.

    It is voting day in Washington. Pierce County and the State have recently made changes to allow anyone to vote who is eligible to vote, whether they are registered ahead of election day or not. Every library branch can assist folks to get registered, get a replacement ballot, and to vote. Let’s make sure our clients (and our coworkers) know about this opportunity, and that we help them get to any Tacoma, Puyallup, or Pierce County library so they can vote. Democracy has its privileges, and its obligations.    Below is some additional information presented by the Pierce County Auditor last Friday:

     

    Voting in Pierce County

    ·         This Information is just for Pierce County – mostly

    ·         Long term changes

    o   Voter Registration Portal – the State went from a County by County to a  giant, top-down voter registration system.  I no longer own pierce county voters – I own all 4 million Washington State voters.  All the County Auditors co-manage that new portal.  I have visibility in King County, Clackamas County, etc.  

    o   The Portal is at https://votewa.gov/ - you and your customers can go there –

    §  you can do self-serve so much of what you need to do

    ·         Name change, no problem, go in and change it yourself.

    ·         Change your address

    ·         You can go there to register yourself. 

    ·         You can print your own replacement ballot if you’ve misplaced it. 

    §  You can still come in to the election center, but much is self-service. 

    §  Much of the information in the site comes from my office, just the voter rolls are shared.

    §  Demo of https://votewa.gov/  – on-line for our military voters – can replace a ballot. 

    ·         Voter’s guide is available – you can see all the County issues – it is customized for just your ballot when you log in.  You can see local and state-wide information

    ·         You could see my ballot if I hadn’t voted.  Can actually mark the ballot on the computer and print it and submit normally. 

    §  Available in Spanish, Vietnamese, and Korean

    ·         http://PierceCountyElections.org/ – local resources and one-on-one services

    o   You can participate in your primary language – Spanish, Vietnamese or Korean.

    o   Registration forms are available in Spanish, and a Spanish language video on how voting works in Washington State is available - https://youtu.be/63RtHM3DLbI

    o   Brochure is available in the different languages – can be shared – put on  a website, e-mail, download,

    ·         Today we are moving to telephone lines – direct toll free numbers where callers are greeted in their primary language – I’m hoping that will be stood up by Monday, that phone number will be in language resources.  Your answer – http://PierceCountyElections.org/  – help  with primary language – resources are there.  Have a video about how to use the http://votewa.gov/  – we’ve done an instructional video in many primary languages. 

    ·         For the November election –we are in the 8-day period where on-line tools don’t work – need to come in in-person to register to vote.  In Pierce County, we’ve arranged for every single public library be an extension of our election center.  All 27 branches have trained library staff, kitted out, from opening to 8pm.  Anyone can walk in for any voting needs, such as:

    o   Immediate registration – get a paper form which is filled out, the librarians verify eligibility over the phone, and then get a PDF packet is sent to the librarian, who prints it, the customer votes, and it gets submitted.  This is available on election day only.

    o   Library staff are knowledgeable, friendly, and can access primary languages

    o   On election day, Libraries are a great place to go if you’ve lost your ballot, or if you need help understanding it. 

    o   We did a soft roll out in the libraries in  the August primary – for people that came to the library, we saved them 28 miles of travel time to our office to get the help they needed. 

    ·         I need to be back here more often

    ·         Al – could I create a ghost voters – say a “Glen Garfunkle”? What safeguards do you have in place to prevent that? Julie – don’t do that, it is a Class C felony with a $10,000 fine and 5 years of prison time.  When a library staff person calls in this information over the phone – we do checks against the other voter registrations, felony counts, and other checks. 

    ·         Felons – no longer in custody of department of corrections  - not confined, not under DOC supervision, have earned their franchise back – but need to re-register.  When they were convicted, their registration was cancelled.  If they are nervous about this, or confused about if they are in custody or not, we can verify their status. 

    ·         I brought a ton of felon cards for you last time – let me know if you need more.

    ·         Question – does restitution need to be paid?  Julie – no, you just have to making good faith efforts to pay it down, and there is a whole due process around this. 

    ·         Theresa – In Maine you can vote while incarcerated – any plan in Washington?  Julie – there is a caucus of Democratic Legislators doing background research on this – so there is a workgroup with the Secretary of State, the Department of Corrections, and more. 

    ·         Brandon – your scenario, if someone was registering with a similar name, what happens in that situation?  Julie- for a new registrant – we’d compare address, voting histories, birth dates.  We have lots of john smiths - and Julie Andersons.  We are used to doing this.  We like middle names to be included.

    ·         Maureen – Homeless people can vote – do we all know what to do? Julie – yes, send them to a library – they are all schooled up on this.  They will talk them through that process, and that they don’t need a residential address to vote.  They don’t need a residential address, just a mailing address.  We do need to know where you’re living – we have to precinct you. That residential location can be approximate, like the meeting of two streets. The mailing address is where we send future ballots- it can be a shelter, mother-in-law, payee.  We know people more around a lot.  We’ll inactivate people if ballots bounce – so they’ll  need to reactivate.  And you just call us or on election  day go to a  library. 

    ·         Do you have to wait until election day to go to a library?  Julie – yes.  We just want them to do it for the  13-hour period on one day. The libraries are for stranded voters.  We are the only county doing this, so there is lots of attention paid to their work.

    ·         Question –how do we get information on topics in the election?  Julie – ask a librarian.  It is in the librarian nature and training to help folks start researching candidates and issues on the web or by looking at voter pamphlets and such.

    Hello Colleagues!

    As many of you know, Valeo Vocation has been BUSSSSY since placing our first workers, last September. In fact, we are so busy we've paid half a million dollars in wages to our low-income and homeless population, moving about a quarter of all participants into permanent employment AND housing!

    We have recently brought on new staff and have FIVE internal staff members to serve the projected 400 participants we hope to place in 2020. And we continue to grow!

    Due to the high volume of participants we are seeing, we are changing the structure of our weekly orientation. We are now requesting that all participants sign up ahead of time, in order to avoid over crowding. We have been seeing 30-40 people a week and we just don't have the staff to give everyone proper attention. 


    So, that being said! Please have any referrals you may have sent our way call our office to get on orientation list. Our office number is: 253-301-2134.

    Hi Everyone, 

    My client is needing help to pay for prescription $50 for suboxone? He thinks he might be able to pay for the following week by donating plasma then his SSDI after that. He runs out this Wednesday.

    Yesterday morning a client at our youth center lost their service dog. This dog is a 50lbs red husky, with blue eyes (photo attached) she responds to the name Blue. She was lost on Yakima ave between 13th and 25th. If you see her please call 253-677-0102, or 253-328-3913.

    A mom with a 7 month old is facing homelessness in Tacoma. She has a 14 day pay or vacate notice (with the eviction process starting Friday) is looking for any support with rental assistance, job leads, daycare supports, etc. if you have any leads let me know (Bryan-green@olivecrest.org)

    Hi all,
    I am currently working with a single mother with a 1 year old child. She is currently doubled up with someone else and that arrangement is ending in December. She has income from a job but is having a hard time finding places that will work with her situation. Any leads on landlords or agencies who will work with folks on a case by case basis would be greatly appreciated, as I have other clients who have felonies on their records as well.

    My boyfriend and I are desperate to find a safe place to be able to put up a tent. I have some health issues and being chased away from illegal or unsafe spots is not something I can physically endure anymore. We have been living separately now for over a year...him on the streets and me in a less than desirable position as a caregiver for a very abusive mentally ill man. The time has come for me to leave my position, as the abuse and his illness is far more than I can take.

     

    My partner and I would be willing to work on the property to be able to stay in our tent.

     

    We are clean, drug-free, good people who are just having a hard time getting back on our feet...and who miss seeing each other and supporting one another on the day to day.

     

    Any help would be so incredibly appreciated. Thanks for your time and consideration

    We have a previous PATH client who has been successfully housed for about a year now. She is looking for assistance with her rent. Her rent is $800 and she has $200 as she does work and go to school. Are there agencies she can reach out to for help? She has to pay by the 10th and  is on a month to month lease.

    Happy Wednesday Friends!!
    I wanted to quickly share with you that one of our 50+ year old employees here at VALEO, who  has been homeless for the last year and a half is receiving the keys to his new house this afternoon!!! Can we ALL just celebrate this for a second!! He just hired on as a full time employee for the Goodwill in their shipping and receiving department and is saving to purchase a vehicle. ALL just amazing things!!!
    However, we just found out that he has zero in storage or anywhere else to fill his place. Meaning that he doesn't even have a pillow, sleeping bag or air mattress to sleep on tonight. I sincerely apologize for the last minute request...but if anyone has anything that they can donate to him this afternoon, I would be happy to come pick it up for him.
    Please feel free to contact me directly on my cell phone. We are putting in a referral for him at the NWFB but this will take a couple of weeks and this housing opportunity had to be jumped on.
    Thank you ahead of time for any help that you can give him.
